Job Summary

The Payroll Supervisor supervises the Prevailing Wage Payroll Department including all payroll processes, staff supervision and development, compliance, and third-party supplier relationships.

Responsibilities

  • Ensure that all prevailing wage payroll transactions are processed accurately and timely
  • Work with managers to resolve issues
  • Supervise payroll personnel in the prevailing wage unit
  • Ensure that earnings and all relevant deductions are accurately processed 
  • Ensure regulatory filings are compliant with federal and state requirements
  • Ensure all prevailing wage payroll actions, processes and practices comply with Company Policies
  • Coordinate with other payroll personnel to ensure overall timely and accurate pay to personnel covered under prevailing wage orders
  • Preparation of accurate and timely certified payroll reports as required; ensure correct system setup to ensure accurate prevailing wages are paid and reported
  • Provide regular updates and information to staff members, including any necessary training
  • Employee development of staff members
  • Special projects as assigned

Education

Bachelor of Science in Business or Accounting preferred

Requirements/Qualifications

  • Minimum 3-5 years supervising an in-house payroll function for a company with over 1000 employees
  • Extensive knowledge of prevailing wage payroll requirements
  • Proficient in Excel; intermediate to advanced proficiency preferred
  • Extensive knowledge of federal and state laws governing the taxation and reporting of wages, including but not limited to California, Washington, Oregon, Arizona, Nevada, and basic Canadian payroll laws
  • Knowledge and experience with generally accepted accounting principles relating to payroll, laws governing garnishments, levies, and other withholdings from wages
  • Basic knowledge of Bargaining Agreements and Union Contracts
  • Ability to travel
  • Experience using a major ERP system
  • Superior attention to detail and accuracy
  • Excellent communication skills
  • Ability to motivate and lead staff members
  • Ability to effectively interface with other departments and leaders

Preferred:

  • Construction materials industry experience
  • Certified Payroll Professional (CPP)

Conditions of Employment

Successful candidate must submit to a post-offer pre-employment physical examination, drug/alcohol screen, and background check. Some positions require Federal Motor Carrier Safety Administration (FMCSA) registration/clearance as well as ongoing alcohol and drug testing.
