Payroll Specialist Lead - Prevailing Wage Unit

Job Summary

The Payroll Specialist Lead will administer payroll for our Prevailing Wage unit within the Payroll Dept., for the California Materials Divisions. This position is responsible for the overall time, payroll, and reporting administration for California hourly employees.

  • Primarily supports the "working" aspect of the mission, establishing prevailing wage rates for public work projects, and ensuring workers are paid consistent with prevailing wage rates
  • Develops strategies, and plans and provides tools and activities to support compliance with prevailing wage requirements; includes implementing and overseeing extensive outreach activities to provide guidance to Prevailing Wage Manager
  • Provides back-up support to PW Manager and leads Prevailing Wage Team with delegation of projects and processes
  • Follow-up with supervisors for Timekeeping approvals
  • Generate weekly Certified Payroll Reports and submit them to appropriate agencies
  • Resolve payroll discrepancies by collecting and analyzing information in PayTrax and Dayforce Timekeeping system
  • Interpret complex contract documents, delivery methods, and agreements related to construction
  • Interact at all levels in the organization, maintaining positive and respectful relationships
  • Supports Prevailing Wage Payroll Manager with various tasks and direct liaison between PW Analysts and Manager


High School Diploma and some college business coursework required 


  • 5 years of prior certified payroll processing experience
  • Knowledge of state payroll rules and regulations for prevailing wage in California
  • Working knowledge of MS Office, with proficiency in Outlook and Excel
  • Accurate, efficient, and timely completion of all payroll deadlines and cut-off periods
  • Excellent analytical and written and verbal communications skills
  • Strong organizational and follow-up skills
  • Able to meet schedules and deadlines 

Previous experience with a large ERP system, preferably SAP 

Conditions of Employment

Successful candidate must submit to a post-offer pre-employment physical examination, drug/alcohol screen, and background check. Some positions require FMCSA-regulated ongoing drug and alcohol testing.
